I.                   Call to Order

II.                Acceptance of the Agenda

Motion: To accept the agenda Action: Approve, Moved by COMMISSIONER MATHIS, Seconded by COMMISSIONER STAMEY.

Vote: Motion carried by unanimous vote (summary: Yes = 5).

III.             Public Safety Division

A.   Resolution requesting authorization to award a bid  for two (2) Harley-Davidson police motorcycles for use by the Police Dept. (Presenter:  Michael Sabine, Assistant County Manager & Major Danny Butler, Police Dept.) (Exhibit #1)

Motion: To table the item to the Tuesday, Dec. 18th meeting Action: Approve, Moved by COMMISSIONER STAMEY, Seconded by COMMISSIONER HOLDER.

Vote: Motion carried by unanimous vote (summary: Yes = 5).

B.    Resolution requesting authorization to purchase a Belgian Malinois Canine for the Police Dept. (Presenter:  Major Danny Butler, Police Dept.) (Exhibit #2)

Motion: To approve the purchase of a Belgian Malinois Canine Action: Approve, Moved by COMMISSIONER MATHIS, Seconded by COMMISSIONER BOWMAN.

Vote: Motion carried by unanimous vote (summary: Yes = 5).

C.   Resolution authorizing the renewal for the leased space occupied by the Police Department (Presenter:  Michael Sabine, Assistant County Manager) (Exhibit #3)

Motion: To authorize the renewal of a lease for space occupied by the Police Department Action: Approve, Moved by COMMISSIONER MATHIS, Seconded by COMMISSIONER STAMEY.

Vote: Motion carried by unanimous vote (summary: Yes = 5).

IV.            Transit Services

A.   Resolution authorizing an application for a grant pertaining to Public Transportation Assistance – Section 5311 (Presenter:  David Williamson, Director) (Exhibit #4)

Motion: To authorize application for a grant Action: Approve, Moved by COMMISSIONER HOLDER, Seconded by COMMISSIONER STAMEY.

Vote: Motion carried by unanimous vote (summary: Yes = 5).

V.               Assistant County Manager

A.   Resolution requesting authorization to award a bid to operate the County’s recycling service (Presenter:  Michael Sabine, Assistant County Manager) (Exhibit #5)

Motion: To award the bid to Peachstate Recycling Action: Approve, Moved by COMMISSIONER MATHIS, Seconded by COMMISSIONER BASLER.

Vote: Motion carried by unanimous vote (summary: Yes = 5).

VI.            Human Resources

A.   Resolution requesting authorization to award a bid for fitness & wellness protocols for new hires & current employees (Presenter:  Becky Zebe, Director) (Exhibit #6)

Motion: To award the bid to Henry Occupational Medicine Action: Approve, Moved by COMMISSIONER STAMEY, Seconded by COMMISSIONER MATHIS.

Vote: Motion carried by unanimous vote (summary: Yes = 5).

VII.         Planning & Zoning

Subdivision Sign in the Right of Way

A.   Manor Developers, Inc. requests to locate a subdivision sign within the center median island of the Wyntercreek Estates subdivision entrance way, south of Jonesboro Road, Commissioner Mathis, District 2, (Presenter: Stacey Jordan, Chief Planner) (Exhibit #7)

Motion: To approve the request to locate the subdivision sign within the center median island of the Wyntercreek Estates subdivision Action: Approve, Moved by COMMISSIONER MATHIS, Seconded by COMMISSIONER HOLDER.

Vote: Motion carried by unanimous vote (summary: Yes = 5).

 

Modification to a Zoning Condition:

B.    Manor Developers, Inc. of Conyers, GA; MC-07-09; Commissioner Mathis, District 2 (Presenter:  Brecca Sherow, Planner II) (Exhibit #8)

Manor Developers, Inc. of Conyers, GA requests a modification to a zoning condition for property located on the southern side of Jonesboro Road.  The property is located in Land Lot 105 of the 6th District, consisting of 80.819+/- acres.  The request is to modify a condition regarding building materials.  The Zoning Advisory Board recommended Approval on October 25, 2007.

Motion: To approve the modification to a zoning condition Action: Approve, Moved by COMMISSIONER MATHIS, Seconded by COMMISSIONER BOWMAN.

Vote: Motion carried by unanimous vote (summary: Yes = 5).

 

Rezonings:

C.   West Panola, LLC of Stockbridge; RZ-07-20; Commissioner Basler, District 5, (Presenter:  Andrella Slaughter, Planner II) (Exhibit #9)

West Panola, LLC of Stockbridge, GA requests a rezoning from RA (Residential-Agricultural) to C-2 (General Commercial) for property located at 553 Fairview Road.  The property is located in Land Lot 199 of the 12th District, consisting of 4.07+/- acres.  The request is for the development of a retail center.  The Zoning Advisory Board recommended Approval on September 13, 2007.     

Motion: To approve the rezoning from RA to C-2 Action: Approve, Moved by COMMISSIONER BASLER, Seconded by COMMISSIONER BOWMAN.

Vote: Motion carried by unanimous vote (summary: Yes = 5).

 

D.   Presentation regarding Re-zoning Signs, comparing Henry County to other Metro Atlanta Counties (Presenter: Ray Gibson, Director)(Exhibit #15) (This item was previously placed on the December 18th agenda)

VIII.      County Manager Comments

A.   Resolution requesting authorization to reimburse the Henry County Water and Sewerage Authority for eligible expenses incurred by HCWSA during the creation of the NPDES Phase II compliant stormwater program (Presenter:  Rob Magnaghi, County Manager) (Exhibit #10)

Motion: To authorize the reimbursement to the HCWSA Action: Approve, Moved by COMMISSIONER HOLDER, Seconded by COMMISSIONER MATHIS.

Vote: Motion carried by unanimous vote (summary: Yes = 5).

IX.            County Attorney Comments

X.               Public Comments – Citizens are allowed to voice county related concerns, opinions, etc., that are not listed on the agenda, during this portion of the meeting.  (All persons wishing to speak for public comment must sign in with the County Clerk prior to the beginning of the meeting.  You must sign your name, address and specific topic you wish to speak about or you will not be recognized.  You will be able to address the Board for five (5) minutes.)

XI.            Upcoming Meetings:

XII.         All County Offices will be closed on the following dates for the Holidays:

                                                           1.      Monday, December 24th thru Wednesday, December 26th for Christmas

                                                           2.      Tuesday, January 1st for New Year’s Day
