COUNTY OF HENRY

 

 

The Henry County Board of Commissioners held an Emergency Called Public Meeting at 4:00 p.m. on Wednesday, September 11, 2007, in the Community Room, County Administration Building, 140 Henry Parkway, McDonough, Georgia.  Notice of this meeting was posted in the entrance foyer of the County Administration Building. The Daily Herald was notified of this meeting. Those present were:

 

          Jason T. Harper, Chairman

Warren E. Holder, District I Commissioner

          Elizabeth (“B.J.”) Mathis, Vice-Chairman, District II Commissioner

          Randy Stamey, District III Commissioner

          Reid A. Bowman, District IV Commissioner

          Johnny B. Basler, District V Commissioner

         

Also attending were Patrick Jaugstetter, County Attorney; Shay Mathis, County Clerk; Terry McMickle, Public Works Division Director; Michael Sabine, Assistant County Manager; LaTonya Wiley, Deputy County Attorney; and others.

Chairman Harper called the meeting and amended the agenda to add “Informational Video Presentation of the SPLOST II Program”.  Commissioner Holder made the motion to approve the agenda; Commissioner Stamey seconded.  The motion carried unanimously. 

 

Development Agreement with Majestic King Mill, LLC

          Patrick Jaugstetter, County Attorney, presented the agenda item to the Board.  In April 2007, the Board approved a rezoning for property on King Mill Road at Highway 42.  The zoning application was for an industrial park and one of the conditions of zoning required the developer to pay in the amount of $200,000 towards the improvement of the intersection of King Mill Road and Highway 42.  The zoning condition did not specify the time frame for the funds to be paid to the county.  At the developers request the development agreement presented is to give details of when money will be paid.  The $200,000 will be paid at such time the certificate of occupancy is issued for either of the buildings on building site B or C on the site plan or by June 30, 2009.  The reason for the called meeting is to request approval of the development agreement. 

          Commissioner Holder made the motion to approve the development agreement as presented; Commissioner Basler seconded.  The motion carried unanimously.

Authorization to accept grant funds from the Georgia Emergency Management Agency and Office of Homeland Security

          Larry Stanford, Grants Administrator, presented the agenda item to the Board.  The Fire Department was awarded another GEMA/OHS grant of $58,375.00 in 2006 to raise the Hazardous Materials Unit from Level 3 to a Level 2 status, through the purchase of six closed circuit self-contained air packs and suits and additional equipment.

 

GEMA/OHS has awarded the Fire Department an additional $36,000.00 to fully fund the purchase of the air packs, suits and additional equipment.

 

The grant is completely funded through the Georgia Emergency Management Agency and Office of Homeland Security, and there are no matching funds required.

 

The request is for authorization to accept the additional grant funds and for the Chairman to sign the grant agreement, and approval of the budget amendment.

          Commissioner Stamey made the motion to accept the grant; Commissioner Bowman seconded.  The motion carried unanimously approving the following resolution:

WHEREAS, the Hazardous Materials truck and equipment purchased by the Henry County Fire Department through a grant from the Georgia Emergency Management Agency and Office of Homeland Security raised the unit to a Level 3 status; and,

 

WHEREAS, Henry County was awarded a GEMA/OHS grant of $58,375.00  in 2006  to purchase six closed-circuit self-contained air packs and suits and additional equipment which will raise the Hazardous Material unit to a Level 2 status; and,

 

WHEREAS, GEMA/OHS has awarded an additional $36,000.00 to fully fund the purchase of the equipment; and,

 

WHEREAS, there are no matching funds required for this grant;

 

NOW THEREFORE BE IT RESOLVED, the Henry County Board of Commissioners authorizes the acceptance of the Georgia Emergency Management Agency and Office of Homeland Security grant and authorizes the Chairman to sign the grant contract and amend the budget based on the grant amount.

 

Review of SPLOST II Program

          The Communications Department presented an informational video of the SPLOST II program that will be aired on the Local Government Channel 14 and to other agencies and at activities throughout the county.

          Commissioner Holder made the motion to adjourn; Commissioner Bowman seconded.  The motion carried unanimously.
